I think comments that start with multiple # and no space after ! are getting highlighted because of !#include syntax, but that's not always desired.

e.g., https://github.com/AdguardTeam/AdguardFilters/blob/45a1413b6fd2688dcba9b06dd5d88e702d679e01/AnnoyancesFilter/Other/sections/annoyances.txt#L8
