Need to decide how years are defined for Southern Hemisphere data.
Options:

  1. Year is the year of the starting month.
  2. Year is the year of the next immediate January.

Easiest for the user to have the start year be the year of the starting month. (Have the user provide 4 elements startYear, startmonth, endYear, endMonth)

Then convert to calendar year internally so that leap years are matched correctly
