create an analysis for EVERY Facility
EI or absolute
include all meter groups

Also -
Could use this workflow to create carbon analyses/reports
this would keep the workflow of creating the BCC report at the company level, BUT allow some customization with respect to what groups are included (making that customization in the BCC report potentially redundant)
Would need an issue for creating carbon analyses
