Attempt Re-administration

Readminister old scrambles to see how someone approaches solves differently over time.

• repeat attempts point back to prior versions priorAttemptId
• Same mechanism works for repeating famous solves
• have a "scramble readministration rate", customizable per event (e.g. BLD will probably be more space between readministration) default of 0.5% (1 in 200)
• drastically reduce the chance of re-readministering a scramble. (e.g. rate ^ number of readministrations)
