What is the expected behavior?

Prefixed styles (= non stable, like -webkit-flex-direction) must be before standard styles (= stable).

What is the current behavior?

Prefixed styles are after standard styles.

What are the steps to reproduce?

Use any flexblox layout directive.

What is the use-case or motivation for changing an existing behavior?

This may cause unexpected CSS behavior because of old specs.

Which versions of Angular, Material, OS, TypeScript, browsers are affected?
