Hi,
I want to have 2 RTLSDR dongles on the same computer, always plugged into the same USB port. I am planning to assign a symlink "adsb" to the port for the RTL dongle that has an ADS-B antenna connected to it. Is there a way to force the connection on this specific USB port?

A specific device can be selected using its ID and the command line switch/option
--device <index|serial> select device by index or serial number
If you have multiple devices, there is a chance they all have the serial number 0

You can display and change the device serial using rtl_eeprom.
