Action BCMI to a more readily sustainable model for EMLI

As an administrator of BC Mining information in public view I want to be able to make updates to my webpage without delay so that information available to the public is up to date and reflective of current state

Additional Context

• currently, any changes to BCMI text or otherwise need to be completed by a technical developer
• web content is out of date and requires updating, and will require updating frequently in the future

Acceptance Criteria

• BCMI web content can be updated by an authorized user who is not a technical developer
• Where there is requirement for dynamic page content, that is still displayed
• content on the website will show as cohesive
• The webpage can be accessed and viewable on common public devices (e.g. mobile)

Note: going live with website changes will be interrupted by interregnum so we will need to build with the possibility of not going live between Sep – Nov.
