Stargate RC2 Tracking Issue

There have been a number of improvements, bugfixes to Stargate since the tagging of v0.40.0-rc1.

As we consider potential updates to our RC release process, this meta-issue is meant to track the outstanding issues blocking the release of an RC2. Depending on the outcome of #7738, v0.40.0-rc2 will either be tagged off release/v0.40.x branch (after the merging of #7734), or directly off of master.
