📝 Provide a description of the new feature

A suggestion was made on a previous Issue that instead of the current behavior which will perform a notification refresh on a 60 seconds schedule, that instead the refresh could be made upon 60 seconds of user inactivity.

This would prevent scenarios where the newly fetched notifications interferes with the end-users flow (for example, if they were marking notifications as read)
