Add schema for provisioners

Use-cases

Provide schema so that LS can provide completion candidates for provisioners (e.g. local-exec, file, or remote-exec) and any configuration relevant for each provisioner inside the provisioner block and inside connection block.

Proposal

Add provisioner schemas to https://github.com/hashicorp/terraform-schema
