Amplitude Release 9

This is runtime version 9 for Amplitude. It contains important changes for the community launch of Spacewalk.

The following new features are part of this runtime upgrade:

• #237: Switch to latest Spacewalk release
  • Remove trailing non-alphanumeric characters for Stellar asset codes
  • Waive fee for successful execution of execute_issue extrinsic
  • Indefinitely resubmit transactions with recoverable error
  • Add safer amount conversion
