Provide 'custom query' option for Reports and/or Notifications ?

Can we provide some querying feature like https://core.trac.wordpress.org/query ?

I know that we have filters on the data-table on Reports page, but I still feel this might add an extra dimension to the searches. Let me know your thoughts.

I am no expert in CakePHP and currently I am not very familiar with the codebase as well (though I intend to, soon), so, at this moment, I am not able to gauge how much work this would really entail if we decide to accept it.
