Add ability to add tags to managed node group auto scaling group

Issue details

Currently, there is an input on the NodeGroup resource that allows you to set tags on the autoscaling group that gets created (https://www.pulumi.com/registry/packages/eks/api-docs/nodegroup/#autoscalinggrouptags_nodejs).

There isn't the same input on the ManagedNodeGroup resource.

We are currently blocked on using the full functionality of Managed Node Groups due to this (https://github.com/kubernetes/autoscaler/blob/master/cluster-autoscaler/FAQ.md#how-can-i-scale-a-node-group-to-0)
