nonplanar example update

Hello!

I just want to highlight an issue for the libpysal notebook example used to demonstrate nonplanar_neighbors for plot_spatial_weights. I think it's better to use the example 'map_RS_BR.shp', instead of '43MUE250GC_SIR.shp', because the current example has 2 great lakes in the shapefile which is not the case for assuming contiguity between cities. Is there a way to update this?
