全局配置（title/footer/name/logo/产品商标）相关的前端资源改为使用基于BKREPO的全局配置统一方案，使用公开的资源文件，后台仅需提供资源基础地址，升级工具运行时输出平台信息全局配置base.js文件，以便于让用户迁移之前已配置的数据：导入BKREPO的blueking项目下bk-config仓库下的bk_job目录下，覆盖base.js。
