scalasca: Update tests for new version

- Expanded Scalasca tests to actually also test Scalasca itself by adding
  the flag to trace the execution. This will invoke the trace analyzer as
  well.
- Re-enabled "serial" OpenMP test.
- Removed the Fortran test, as it doesn't make a difference for Scalasca
  and should be tested with Score-P instead.
- Reformat generic functions.
