Based on the AMS Glossary definition of [pseudoequivalent potential temperature](https://glossary.ametsoc.org/wiki/Pseudoequivalent_potential_temperature], I think you're looking for MetPy's equivalent_potential_temperature function.

Be advised, MetPy does not use the equation listed in the AMS glossary, but a slightly different version given in that same Bolton 1980 paper, which is referenced in the documentation for equivalent_potential_temperature.

For wind shear, we have the bulk_shear function will calculate the shear across a layer of interest.
