…a header, but that is a separate issue to open/resolve. For now, resolving these as part of getting mingw/msys2-based github actions working.

Add autotools-based testing to Github Actions. The test matrix is starting to creep up there, so this is essentially a canary for us, a one-off AC-based run of tests to hopefully find any obvious errors on compilation.
