Android: bump minSdkVersion to 28 (Android 9)

Description

Relates to issue: ZEUS-1583

Zeus doesn't operate on versions of Android below 9.0. On 8.0 it will install but crash on startup. Let's ensure that Android 8.0 users are properly informed that Zeus doesn't run on their device.
