Fix importing favicons from Chrome

The Chrome Importer fails to import many favicons, because it only attempts to import favicons from data: URL's. A more reliable way to import favicons from Chrome is to extract the PNG blobs from the image_data column of the favicon_bitmaps table in the Favicons sqlite db.
