HLT menu development for 13_0_X (10/N): GRun menu V1.2 of 2023

PR description:

Development of HLT menus for CMSSW_13_0_X.

This version of the GRun HLT menu corresponds to the "V1.2" menu for 2023 pp data-taking, and the corresponding frozen menu is added to the release replacing the 2023-V1.1 frozen menu. The "V1.2" frozen HLT menu is expected to be used in the 2023 Run-3 MC production for PAGs in CMSSW_13_0_X.

This update includes the integration of the following JIRA tickets.

• CMSHLT-2749: [JME,ECAL,HCAL] replace L1_SingleJet60 with L1_ZeroBias in Jet/MET and AlCa-ECAL pp triggers
• CMSHLT-2769: [HIG,SMP,SUS,TAU,TOP] move prompt VBF triggers to ParkingVBF PD(s)
• CMSHLT-2805: [TSG] added PS column "2p0E34_NoMuShower"
• CMSHLT-2819: [EXO] new delayed-jet backup and parking triggers
• CMSHLT-2821: [SMP] added control trigger HLT_IsoMu24_OneProng32_v
• CMSHLT-2823: [EXO,HIG] backup triggers for ParkingVBF PD(s)
• CMSHLT-2826: [TSG] enable MuonShower triggers in "OnlyMuons" column
• CMSHLT-2830: [B2G,TOP] re-introduce HT+6Jet+BTag triggers using DeepJet (only for MC)
• CMSHLT-2831: [EXO,HIG] additional L1T seeds in HLT_VBF_DiPFJet105_40_Mjj1000_Detajj3p5_* triggers (superseded by CMSHLT-2823)
• CMSHLT-2839: [TSG] set PS=100 for HLT_EphemeralPhysics_v in "2p0E34+ZeroBias+HLTPhysics" column

This pull request is fully signed and it will be integrated in one of the next CMSSW_13_0_X IBs (tests are also fine) and once validation in the development release cycle CMSSW_13_2_X is complete. This pull request will now be reviewed by the release team before it's merged. @perrotta, @dpiparo, @rappoccio (and backports should be raised in the release meeting by the corresponding L2)

@rappoccio , it would be good to integrate this backport in the upcoming IB.

The parent PR was integrated in CMSSW_13_2_X_2023-06-19-2300, and showed no issues.
