fix for actions not being clickable on disabled inline matrix blocks

Description

This PR fixes an issue where for a matrix field with an inline block view - if you disabled a block, you couldn’t click on the cog to enable it. You couldn’t double-click the title bar to collapse/expand it, and you couldn’t select it via a checkbox.

(I can no longer replicate the part where the required fields were still being validated.)

matrix field with an inline block view - if you disable a block, you can’t click on the cog to enable it; and it still validates the required title attribute, even though it’s disabled

Replication steps:

• create a Matrix field with an inline block view
• create an entry with at least one entry (block) for that matrix field
• click the cog and disable the block
• now you can’t click on the cog again and enable it
• if you have required fields in the nested entry (block), they are still validated
