fix(ingest/logging): fix excessive ingestion logging #10735

There seems to be a bug in logging_manager module.
Log levels look mixed up and debug off produces more verbose output than debug on.
In combination with known sqlalchemy logger issue that leads to huge(megabytes or dozens of megabytes)
logs in ingestion reports by default.
