依据最新devel-i18n分支合入afa之前修改的针对本田inspire，雅阁，crv的启停逻辑。
优化启停逻辑，使得汽油车能够正常启停（此前本田inspire没办法进入启停模式，且仪表显示已停车后，会立马重新点火并向前走一小截），并且前车移动后会立即点火，进行跟车（已测试）
