  1. Add sleep operation 

    With this commit we add a new operation `sleep` to Rally which allows to
sleep for a configurable amount of time. This can be useful in certain
scenarios, e.g. when we want to kick off an async background process in
Elasticsearch, let it run for a while then continue the benchmark. This
operation is not meant for throttling throughput though.
