Update libbpf-rs & libbpf-cargo to 0.24.2

Summary:
Update libbpf-rs and libbpf-cargo to 0.24.3. This version includes the
means for suppressing potential clippy warnings when generating a
skeleton based on a BPF object file that does not actually contain any
maps.
