Add goreleaser config, workflow, and dockerfiles

Should (hopefully), on tag:

Build binaries for macOS, Linux, and Windows
Publish GitHub release
Build docker image with tags VERSION and latest
Push docker images to GHCR

I've tested parts 1 & 3 work fine locally. 2 & 4 will take actual GitHub to test
