ld-discmap passing through corrupt VBI frame numbering on PAL CAV #428

Seen in national_ds3 - if an input VBI frame number has corruption causing a CAV frame number to be seen as a early-CLV timecode - this corruption is passed through by ld-discmap even though the CAV part of the VBI is updated (likely a flag in line16 is confusing the VBI decoder).

For national_ds3 this affects frame 9531 and 34054.
