Update jffi to 1.3.13

Changes:

• Fixes the dependency on glibc 2.27 by disabling memfd_create (jffi9396993929588479283.so: /lib64/libc.so.6: version `GLIBC_2.27' not found jffi#138, Disable memfd_create in libffi jffi#155).
• Uses Cleaner rather than finalization on JDKs that support it (Use cleaner instead of finalize jffi#152).
