Set the PHP version constraint as config.platform.php cannot be used #61

Description

As with mezzio/mezzio-skeleton#87, this aims to constrain renovate to the correct PHP version to be used. Since composer/composer is not a specified package, I don't forsee the same issue that PR had either.

This will obviously need to be updated next month when support for 7.4 is dropped and 8.2 added.
