When debugging, it is often very useful to be able to filter to just alerts that had an error or did not match any existing rules
When figuring out a timeline for alerts, it is helpful to have an extra indication showing date changes.

To help with debugging, it's useful to have a filter for both errors and other alerts that did not send. We also want to better highlight a date change to help with debugging.
