This behavior change was a bit confusing to figure out how to use test regex again. Updated the docs in #12664
It looks like this was necessary to be able to do synapse/scripts-dev/complement.sh -json 2>&1 in .github/workflows/tests.yml above

It's not quite a lift-and-shift: I've also taken the opportunity to get rid of the custom CA that we used to use to sign the TLS certs, which has been superceded by the CA exposed by Complement.
