Fix @tag_args being off-by-one (ahead)

Maybe more worth doing since it doesn't seem to behave as we assume (#13452 (comment))

The previous logic is flawed and we can end up in a situation like this:

```
argspec.args=['self', 'dest', 'room_id', 'limit', 'extremities']

args=(<synapse.federation.federation_client.FederationClient object at 0x7f1651c18160>, 'hs1', '!jAEHKIubyIfuLOdfpY:hs1')
```

From this source:
```py
async def backfill(
    self, dest: str, room_id: str, limit: int, extremities: Collection[str]
) -> Optional[List[EventBase]]:
```

And this usage:
```py
events = await self._federation_client.backfill(
    dest, room_id, limit=limit, extremities=extremities
)
```

Causes this error:

lgtm!

The biggest source of confusion for me was whether func, args and/or argspec had a self parameter. It sounds like they all do, so maybe that confusion was unwarranted.

As an alternative to indexing argspec.args, we might be able to do something with zip()? I think the current code is fine anyway.

Conditionally ignoring the first argument if it's called self or cls sounds good to me.
