Enable MSC2716 and MSC3030 Complement tests for workers

Fixes:

• De-flake MSC3030 backfill test with Synapse worker replication complement#492
• Not related to workers but another relevant MSC3030 test fix, Refactor MSC3030 /timestamp_to_event to move away from our snowflake pull from destination pattern #14096
• TODO: MSC2716 tests

Todo

• Wait for the base branch Mark /relations endpoint as usable on workers. #14028 to merge
• Wait for the Complement de-flake is merged: De-flake MSC3030 backfill test with Synapse worker replication complement#492
• Since one of the MSC3030 tests is using fetchUntilMessagesResponseHas from the MSC2716 tests, I guess we need to wait to merge them at the same time
