Extends matrix-org#5794 etc to the SimpleHttpClient so that it also applies to non-federation requests. Fixes matrix-org#7092.

This brings the
Agentwe use for.well-knownrequests into line with that which we use for federation requests. In particular this means that we share SSL contexts between requests, rather than generating one per request (which is expensive), as well as making the.well-knownlookups honour the variousfederation_*config options:federation_ca_trust_rootfederation_client_minimum_tls_versionfederation_verify_certificatesfederation_certificate_verification_whitelistThis has the knock on effect of allowing us to simplify the unit tests and remove the now unused
_well_known_tls_policyargument.Fixes #5163
