This is an awful changelog entry for a bugfix, but I don't know what an admin / user might see in this situation. It seems to only be an issue in replication, but I'm not 100% sure.

I wonder if this is an actual issue, as if this is only a problem in create room then we won't ever hit the "duplicate state" path. So maybe its not a bug fix and just a misc fix to type hinting?

Right now we have some type-hints which are lies. If
send_nonmember_eventis called with a duplicate event, it actually returns anEventBaseobject, not anint. This trickles through a bunch of functions (viacreate_and_send_nonmember_event), but I don't think there's an actual bug being caused. I think all the callers of this that use the last stream ID end up increate_room, which uses it here:synapse/synapse/handlers/room.py
