  1. Make the constexpr mutex constructor opt-in 

    ... via defining `_ENABLE_CONSTEXPR_MUTEX_CONSTRUCTOR`, instead of opt-out via `_DISABLE_CONSTEXPR_MUTEX_CONSTRUCTOR`. This avoids potential breakage until we can update the VCLibs UWP framework libraries.
