See PR #46 for change details. Created a new PR to merge in the RxJS build breaking fix so we can verify tests are passing for this new scope.

The Reports.Read.All scope is required for users to exploer the various
reports currently in the beta endpoint.  This scope is currently in
preview and requires consent.
