continues #380

  • adding support to Baseline Admin Network Policy object
  • adding tests with BANPs, tests involving ANPs and BANPs , and tests involving ANPs, NPs and BANPs.
  • and integrating the tests with BANP from parsed resources
  • updating the code of computing the allowed connections between two peers (considering all different policy resources and the precedence of each)
  • updating documents of relevant funcs which compute allowed conns between peers
