The openvpn experiment needs to be exposed in the experimental card for probe desktop and mobile.

This depends on deploying probe-services v2 to production (#2781)

feat: enable openvpn in the experimental group (#1637)

Additionally, remove RiseupVPN, that was disabled and is superseded by
the generic openvpn test.
