Include arm64 in the UCX and JUCX published artifacts

In the RAPIDS Accelerator for Apache Spark we use/point users to published artifacts for UCX here https://github.com/openucx/ucx/releases and the JUCX jar here https://search.maven.org/artifact/org.openucx/jucx.

We would like for arm64 versions of these artifacts to be published as well.

@Alexey-Rivkin, @pxLi from our team found an issue in jucx-1.15 where libjucx for arm is not getting included in the jar published to maven central (only libjucx_amd64.so is included).
