Next.js: Fix SWC mode activation #25670

What I did

#25203 led to set defaults for Next.js configuration options. Therefore the config nextConfig.experimental?.forceSwcTransforms was set to false per default. The defined condition to set up the Next.js SWC compiler was, therefore, always false.
