scriptframwork cleanup

-OPTIONAL/NEEDS lines in the script are always out of sync
-checking for xml options is done internally by csg_get_*property
-OPTIONAL/NEEDS is only need by the manual add parsing of scripts there using 
'csg_call --cat'

-check_deps function checks USES lines, also not very nice...
-Env variable (CSG*) are check inside the function already
-check_deps should have internal list of program (only one place to change)
-check_deps should be in do_external

-replace source_wrapper by an internal function and remove --direct hack which 
it anyway only used by the manual
-do not allow the user to overwrite "functions common"
