Responsible to mint a NFT Token such as GroupNFTToken and AdminNFTToken.
GroupNFTToken stores important parameters for crosschain ,such as GPK, in inline datum
AdminNFTToken stores Administator parameters ,such as all Administators's PK of and the Authorization thresholds, in inline datum
